Let us start first by knowing what Exercise Cutlass Express is

Exercise Cutlass Express

Cutlass Express is a US Africa Command (AFRICOM) sponsored exercise that focuses on combating piracy through information sharing and coordinated operations among international navies.

The drill is an annual maritime exercise held in East Africa and the Western Indian Ocean to strengthen national and regional maritime security.

The Annual Maritime Exercise is being conducted from 26 July 2021 and will conclude on 6th August 2021 along the East Coast of Africa.

Nations participating in the Cutlass Express (CE 2021)

  • 13 nations are participating in the exercise. They include Comoros, Djibouti, India, Kenya, Georgia, Rwanda, Mozambique, Seychelles, Sudan, Tanzania, Somalia, United Kingdom and the US. The Indian navy is participating in a trainer’s role.
  • Various international organizations such as the International Maritime Organization (IMO), the United Nations Office on Drugs and Crime (UNODC), Interpol, the European Union Naval Force (EUNAVFOR), and the Critical Maritime Routes Indian Ocean are all participating in the 2021 edition of the exercise (CRIMARIO).

Key Highlights

  • Indian Naval Ship (INS) Talwar is participating in CE 2021 in Mombasa in Kenya.
  • The Indian Navy, along with other partners, will train contingents from various participating countries in various sectors throughout the spectrum of maritime security operations as part of the exercise.
  • The ship, during its stay at Mombasa, will also host a number of events to build stronger bridges of friendships with Kenya, Indian community and a host of other partners, in addition to the Cutlass Express participants
  • India’s Information Fusion Centre – Indian Ocean Region (IFC-IOR) is also participating in the exercise. India’s participation is in line with the country’s stated objective of marine cooperation in the Indian Ocean region, as well as SAGAR’s vision (Security and Growth for All in the Region).
  • Information sharing and information flow between partners countries will be one of the key focuses.

Maritime Security Programme (MASE Programme)

The programme was adopted in 2010 in Mauritius. Run by the European Union and United Nations Office on Drugs and Crime (UNODC), it was designed primarily to meet the security challenge posed by piracy. It stands out for its comprehensive strategy, which considers all maritime dangers and threats.

About INS Talwar

The Indian Navy’s Talwar-Class guided missile frigate is a modernized Krivak III-Class frigate in service. During air, surface, and subsurface missions, the frigate provides support to naval troops. It’s also used to track down and destroy enemy submarines and surface ships.
