What is Ayushman Bharat Digital Mission?

The Ayushman Bharat Digital Mission would build a seamless online platform by providing a diverse set of data, information, and infrastructure services while utilising open, interoperable, and standards-based digital platforms.

The Mission will safeguard the security, confidentiality, and privacy of health-related personal information, as well as enable individuals’ consent for access to and exchange of longitudinal health records.

The Jan Dhan, Aadhaar, and Mobile (JAM) trinity, as well as other government digital efforts, lay the foundation for the Mission. Its aim is to bring interoperability to the digital health ecosystem, similar to how the Unified Payments Interface revolutionised payments. Citizens will be a click away from accessing healthcare facilities.

Andaman and Nicobar Islands, Chandigarh, Dadra & Nagar Haveli, and Daman & Diu, Ladakh, Lakshadweep, and Puducherry are among the six union territories where the pilot project is now being implemented.


Ayushman Bharat Digital Mission Sandbox

The Ayushman Bharat Digital Mission Sandbox will serve as a framework for product testing and technology development as part of the Mission. The Sandbox will assist organisations, both public and private, that desire to participate in the National Digital Health Ecosystem. Organizations, private entities, and citizens can become Health Information Providers or Users, or connect with the Ayushman Bharat Digital Mission easily.

Key Components of Ayushman Bharat Digital Mission

Health ID: Every citizen will be given a health ID, which will be used to create a health account. The citizen’s personal health records will be connected to their unique Health ID. A mobile application can be used to access these records. Every test, every disease, the doctors visited, the medicines taken, and the diagnosis will be recorded in this health account.

This information will be extremely important because it is portable and easily accessible even if the patient relocates and sees a different doctor. A person’s basic information and cellphone number or Aadhaar number will be used to create the ID.

Healthcare Professionals Registry (HPR): A repository of registered nurses, doctors, paramedical with their qualifications, experience, and other relevant details.

Healthcare Facilities Registry (HFR): A repository of all public and private healthcare facilities across both traditional and modern systems of medicine. This will ensure ease of doing business for doctors, hospitals, and other healthcare service providers.

Personal Health Record Application: A self-managed health record of an individual linked to the Aarogya Setu App.


National Digital Health Mission: Key Points

  • The Ministry of Health and Family Welfare created the National Digital Health Mission with the goal of improving India’s digital health infrastructure. 
  • The mission will build a seamless online platform with a wide range of information, data, and infrastructure services available by leveraging open, interoperable, standards-based digital systems while securing the confidentiality and privacy of personal health-related information of people.
  • During his independence speech in 2020, Prime Minister Modi introduced the National Digital Health Mission (NDHM).
  • Since then, the mission has been adopted by six union territories: Andaman and Nicobar Islands, Chandigarh, Dadra and Nagar Haveli, Daman and Diu, Ladakh, Lakshadweep, and Puducherry.
  • The Ministry of Health and Family Welfare funded the cost of implementation of NDHM in six union territories which amounted to Rs 11.82 crore till March 15, 2021.
  • The NDHM comprises these primary digital systems: Health ID, Digi Doctor, Health Facility Registry, NDGM Health Records, Electronic Medical Records. Digi Doctor is a repository of all doctors across the country enrolled under the NDHM. The repository will comprise all key details of the doctors like name, qualifications, specialization, experience, registration number with state medical councils, etc.
  • At a later stage, it will also include e-pharmacy and telemedicine services, regulatory guidelines for which are being framed.
  • With 1,490 facilities and 3,106 doctors enrolled, the campaign has generated 11.9 lakh health IDs.
