In today’s blog we will be talking about the E-Prisons Project. The Ministry of Home Affairs (MHA) provided financial assistance of Rs. 99.49 crores to the States and Union Territories for the E-Prisons Project.

What is the E-Prisons Project?

  • This project aims at computerization of the functioning of prisons in the country.
  • It is developed by National Informatics Centre (NIC), Ministry of Electronics & IT (MeitY).
  • It is a cloud-based product with a simple user interface and comprehensive security features. Because all of the possible modification elements are parameterized and configurable by the users, it can be simply adopted by any State Prisons Department with minimal customization effort.
  • The system can be accessed through the secure National Informatics Centre (NIC) network, exclusively by the authorized officials of Law Enforcement Agencies and Prisons, through Inter-operable Criminal Justice System (ICJS).
  • It has been operationalized in all States and Union Territories.

Purpose of E-Prison

  • The e-Prisons data has been integrated with the Police and Court system under the Inter-operable Criminal Justice System.
  • The e-Prisons uses data maintained by the States and Union Territories on the National Prisons Information Portal as per protocols notified for e-Prisons.
  • The scope of this project is to computerize and integrate all the activities related to prison and prisoner management in the jail.
  • It provides vital information about the inmates, lodged in the prisons, in a real time environment to the prison officials and other entities involved in the Criminal Justice System.
  • The system aids in the recording and tracking of convicts’ movements as well as their management over the course of their sentence.
  • It also facilitates online visit requests and grievance redressal.

Components of E-Prisons Project

  1. E-Prisons Management Information System (MIS) – Management Information System used at the prisons for their day to day regular activities. 
  2. National Prisons Information Portal (NPIP) – It is a citizen-centric portal that displays statistical data from the country’s numerous prisons. 

Visitors can use this portal to schedule visits with their wards inside the prison; grievances about their wards can also be submitted using the portal.

This portal also provides inmate tracking services in a safe manner to various investigative organizations.

  1. Kara Bazaar – Portal for showing and selling things made by convicts in various jails across the country. All of the state prison departments now have access to the necessary technology for onboarding.

About Inter-operable Criminal Justice System (ICJS)

ICJS aims to link the CCTNS (Crime and Criminal Tracking Network and System) project with the eCourts and ePrisons databases in the first instance, as well as other pillars of the judiciary such as forensic labs, prosecution, and juvenile homes, among others.

Data from all pillars of criminal justice must be interoperable and accessible across all pillars in order to construct an effective criminal justice system across the country.
