In today’s blog we will be sharing with you the information related to Samagra Shiksha Scheme 2.0. The Cabinet Committee on Economic Affairs recently approved the continuation of the scheme till the 2025-2026 financial year. The scheme is in accordance with Sustainable Development Goal for Education (SDG-4).
We will discuss in detail about the scheme, its benefits and other initiatives undertaken to improve the quality of education in India.
Samagra Shiksha Scheme:
- The Samagra Shiksha Abhiyan is a comprehensive school-education programme that supports states from pre-school to senior secondary school.
- The Government of India launched this scheme under the Ministry of Human Resource Development in 2018-19. The Department of School Education and Literacy looks after its administration.
- It includes the three Schemes of Sarva Shiksha Abhiyan (SSA), Rashtriya Madhyamik Shiksha Abhiyan (RMSA) and Teacher Education (TE).
- The programme covers 1.16 million schools, 156 million students, and 5.7 million government and aided school teachers (from pre-primary to senior secondary level).
Objectives of the Scheme:
The program was designed with the primary purpose of improving school effectiveness as evaluated by equal access to education and equitable learning resources. It aims to deliver inclusive, equitable, and affordable school education.
Samagra Shiksha Scheme 2.0
Pre-Primary Education-
Provision of up to Rs 500 per kid every year in pre-primary sections of Government Schools for Teaching Learning Materials (TLM), indigenous toys and games, and play-based activities will be provided.
Also Training of Anganwadi workers and In-service teacher training for ECCE (Early Childhood Care and Education) teachers will be done.
Direct Benefit Transfer (DBT)-
To improve the scheme’s direct outreach, all child-centered interventions will be delivered to students via DBT on an IT-based platform over time.
Appointment of Language Teachers-
Along with components for teacher training and bilingual books and teaching learning materials, as well as financial support for teachers, a new element Appointment of a Language Teacher has been included in the system.
Digital Initiatives-
ICT laboratories, Smart classrooms with support for digital boards, smart classrooms, virtual classes, and DTH channels have all been made available.
NIPUN Bharat Initiative-
National Foundational Literacy and Numeracy Mission (NIPUN) were launched on 5th July 2021 under Samagra Shiksha. It aims to ensure universal acquisition of foundational literacy and numeracy, so that every child achieves the desired learning competencies in reading, writing and numeracy by the end of Grade 3, by 2026-27.
Provision of TLM (Teaching Learning Materials) upto Rs 500 per child per annum, Rs 150 per teacher for teacher manuals and resources, Rs 10-20 lakh per district for assessment will be provided.
Other Features:
- Training for three months to instill self-defense skills under the ‘Rani Laxmibai Atma Raksha Prashikshan,’ the amount has been increased from Rs 3000 to Rs 5000.
- Additional Sports grant of upto Rs. 25000 to schools in case at least 2 students of that school win a medal in Khelo India school games at the National level.
- Support for activities of PARAKH, a national assessment centre (Performance, Assessments, Review and Analysis of Knowledge for Holistic Development).
- For out of school children at 16 to 19 years of age, support will be provided to SC, ST, disabled children, and upto Rs 2000 per child per grade to complete their secondary/senior secondary levels through NIOS/SOS.
- Bagless days, school complexes, internships with local artisans, curricular and pedagogical improvements, and other provisions were made.
- Transport facilities to secondary school students have been extended to Rs 6000 per year.
- Support for a social audit of 20% of schools per year, with the goal of covering all schools in five years.
The scheme is significant as it supports states and UTs in achieving universal access to and increasing the quality of school education across the country. We mentioned all the new initiatives taken under Samagra Shiksha Scheme 2.0 and its usefulness.
