We are here to talk about the new population policy draft issued by the Uttar Pradesh Government on 11th july 2021. It was also the World Population Day, 2021. We’ll be discussing in detail about the points made in the policy and how it will play an important role in controlling the population.
Uttar Pradesh is India’s most populous state with a population of about 220 million people.Chief Minister Yogi Adityanath said that increasing population is a big hurdle in development. Therefore it is important to control the increasing population in the State.
Important Points in the policy
Two child norm
– Bar on government jobs and welfare benefits to people with more than two children. Several benefits such as government sponsored welfare schemes, ration cards units will be limited to four. The person will be prohibited from contesting elections.
– The person breaking the law will become ineligible to apply for government jobs under the State Government. Also no kind subsidy will be available.
Spread Awareness on Family Planning
– The Centre and Ngo will increase access to contraceptive measures.. Awareness will be spread on family planning methods by community health workers. Registration of pregnancies, births and deaths mandatory across the State. Proper system for safe abortion will be provided.
Population control- A compulsory subject in school
– The draft bill mentioned that it will be the duty of the State Government to introduce a compulsory subject on population control in all secondary schools.
Arrangements for old age population
– As per the new policy, arrangements will be made for the care of older people. It will ensure better management of education and nutrition of adolescents between 11 to 19 years.
Aim of the Policy
- State Government targets to bring down the population rate to 2.1% 2026.
- Target has been set to bring the birth rate to 2.1 per thousand population by 2026 and to 1.9 by 2030. Currently, total fertility rate in Uttar Pradesh is 2.7%
- The bill aims at reducing Infant Mortality and Maternal Mortality Rate through improved health facilities.
- The bill states that population control is necessary for promotion of sustainable development with more equitable distribution.
Incentives to people following the two-child policy
Two additional increments to the public servants. Maternity or paternity leave of 12 months with full salary and allowances. Three percent increase in the employer’s contribution fund under the National Pension Scheme.
Non-Government servants will get rebates on home loans, electricity bills, tax on houses etc.
